businesses, for their part, will need to download an app called vaxicode vérif, which will scan quebecers’ qr codes and identify within a few milliseconds whether a person has been adequately vaccinated. only a person’s name and vaccination status will appear for businesses, and the information will not be stored on the device or sent to a server.
both applications will operate offline. to avoid fraud, the government has embedded a signature in the qr codes that cannot be altered and the apps will be able to detect if a code is fake.
dubé warned against attempting to create fake passports.
“it’s a criminal act to falsify a document,” he said. “it’s not just a monetary sanction.”
quebecers who try to enter spaces governed by the vaccine passport without one risk the same fines handed out for violations of other public health measures, ranging from $1,000 to $6,000.
“it’s the same thing as the wearing of the mask,” dubé said.
to give businesses time to adjust to the system, no fines will be handed out before sept. 15.
“it’s not the plan to start giving penalties on the second day, the third day, we’re not there,” dubé said.
out-of-province and international visitors will be able to show proof of vaccination from their governments along with a proof of address to enter spaces subject to quebec’s vaccine passport.
