four alleged killers from the windsor area have made the list of canada’s top 25 most wanted fugitives. law enforcement officials from across canada joined with the bolo program in toronto on tuesday to announce their list of the country’s most wanted robbers, human traffickers, pimps and killers.
“to the suspects featured in the bolo top 25, today your world gets smaller,” said toronto police chief james ramer. “you’ve already been looking over your shoulder since you decided to evade arrest. with the major rewards announced today, the loyalty of any friends and associates assisting you in evading arrest will be tested. do the right thing for yourself, for your family, for your community and for the many people hurt by these crimes. call a lawyer or police and make arrangements to turn yourself in.”
the bolo (be on the lookout) program is a civilian-run charity that “amplifies” police efforts to raise awareness about fugitives through social media campaigns, billboard advertising and other strategies.
windsor police supt. jason crowley, who was in toronto for the announcement, said his service has received “multiple” tips about fugitives through bolo.
“the ideal part of bolo is it’s international,” he said after the media conference. “so today we were with interpol members, the rcmp. a lot of these people that are on the run have fled the country, have fled the continent. so that’s the importance of the amplification program. it’s not just local. there are billboards in asia, europe and africa. this is across the world.”

listed at no. 4 with a reward of up to $50,000 for information leading to his arrest, nouraldin rabee is the highest ranked windsor fugitive.
he is wanted for first-degree murder, kidnapping and forcible confinement for the execution-style shooting of chance gauthier, 16, over an argument at a party.
police found gauthier’s body in an alley off church street around 7 a.m. on feb. 14, 2018. he had been kidnapped from a house party several hours earlier. his kidnappers stuffed him in the trunk of a car, took him downtown and shot him in the head at point-blank range.
a letter from chance’s parents, kim and scott gauthier, was read to reporters on tuesday.
“it has been a little more than four years since our 16-year-old son chance gauthier was ferociously assaulted, kidnapped and executed at the hands of a man who remains at large. knowing that he left our son to die helpless, bleeding and beaten, and having no regard for his suffering or his life, rocks us to our inner core each and every day. no parent should ever have to experience this agony.”
nouraldin, who taunted police on social media after the murder, also goes by the aliases rico og, nur aladin rabea and abed alatif.
he was born sept. 29, 1998. nouraldin is six feet two inches tall and his last known weight was about 150 pounds. his eyes are light brown and his last known hair colour was black. he has a scar on his lower left back.

mohamud hagi, wanted for first-degree murder, is ranked 14th on the wanted list. there is a $60,000 reward for his arrest.

he allegedly shot luis acosta-escobar, 21, who had a 19-month-old son, multiple times during a dispute outside the now defunct box office bar on pelissier street. it happened around 4:30 a.m. on dec. 22, 2007. windsor police have previously said acosta-escobar was trying to act as a peacekeeper between the feuding parties.
police have said hagi jumped into a taxi headed to toronto immediately after the murder, and hasn’t been seen since.
born jan. 1, 1983, in somalia, hagi came to canada in 1992. he is five feet nine inches tall, between 160 and 190 pounds, and has brown eyes. his last known hair colour was black. distinguishing marks include scars on his left cheek and right forearm. he goes by the aliases o.o., uh oh, and jamal.
(lay) savang sychantha, wanted by ontario provincial police, is 18th on the list with a $50,000 reward. he is accused of abducting and killing his employee, riad baroud.
a witness saw baroud get into a white toyota with sychantha on april 22, 2002. over the following hours, sychantha and an accomplice allegedly beat baroud to death and dumped his body.

three days later, a road repair crew found baroud’s body in a chatham-kent bush lot off of vasik line, near highway 401. the 18-year-old man had been tied up, stripped of his shoes and identification, and severely beaten.
baroud worked at pizza supreme 2 for 1 at wyandotte street east and pillette road, which sychantha owned.
sychantha was born jan. 1962, in vientiane, laos. he is five feet eight inches tall. his last known weight was about 130 pounds. he has brown eyes and was last seen with black hair. he has a small birthmark on his left cheek under his eye, and a tattoo of dots on his left hand.
investigators have stated in the past that sychantha fled back to laos the day after the murder, but they believe he may have returned to canada and is now living in toronto, montreal, or vancouver under an assumed identity.
yusuf ali, wanted for first-degree murder, is no. 20 on the list. he is the only suspect in the slaying of 73-year-old leonard damm, whose body was found at 3275 bloomfield rd. in windsor on feb. 18, 2018.
ali, who was 19 at the time, is black with a slim build, about six feet three inches tall and 125 pounds. there is currently no reward for him, but crowley said one will likely be announced soon.

the remaining top 25 fugitives come from the wanted lists of 11 other police agencies between british columbia and quebec, as well as the rcmp and u.s. marshals service.
given that toronto police service was bolo’s first partner, program director max langlois said tuesday’s announcement had a “toronto focus” with nearly half of the cases from the gta.
among them is the no. 1 most wanted fugitive, abilaziz mohamed. he is wanted for the oct. 2021 shooting of 43-year-old craig macdonald —  who had five children, two stepchildren and a granddaughter — in a boston pizza parking lot.
toronto police and the bolo program announced an “unprecedented” reward of $250,000 reward for information leading to mohamed’s arrest.
“for every one of these top 25 cases, we are ready to go to court,” said toronto crime stoppers chair sean sportun. “investigators are not looking for evidence. they are not looking for a witness. they just need to know where these fugitives are located.”
