windsor may be one more step closer to having a second costco location.
city council’s development committee this week backed plans for a massive commercial build in east windsor on land rumoured to have been selected for a costco big-box store.
plans for a one-storey building with a single horizontal stripe labelled “costco red” were included in documents presented to the committee. one page of the plans had the words “costco prototype” at the bottom in a font that was the same colour as the document’s background, making it visible only via search.
the proposed development, which is still subject to approval from council as a whole, would see two large commercial buildings and 1,385 parking spaces cover nearly 20 acres of land immediately north of the home depot on tecumseh road east.
mayor drew dilkens would not confirm whether windsor is getting another costco but said the city and the company have been in communication about a second store location in windsor.
“we’ve worked very hard in a very competitive environment to, uh, work with costco as they contemplate a second location in our area,” dilkens told reporters during an unrelated media event at city hall on monday.
“the land has been identified. a lot of work has been done behind the scenes. this will really fill in a piece of land in the city that is right for commercial and retail development.”

dilkens added that costco is his “favourite place to go,” and that windsor’s sole location on walker road is always very busy.
“they know they need another store, and we’re hopeful that they choose windsor, and that they get the right site, and that our investments and our commitment to them lead to some really great things happening in that part of our city on all fronts, including residential.”

ontario premier doug ford raised the topic of a second costco coming to windsor during a visit to the city in september.
“i know it may not seem big, but rumour has it, a costco is coming to town. that’s two to 300 more jobs. that’s important, good-paying jobs,” ford said.
a story that followed was one of the windsor star’s top-read online news articles of 2024, indicating strong community interest.
the development committee on monday approved official plan amendments and rezoning to allow for commercial use on the land, which is made up of three lots and is abutted by walmart, home depot, the serbian centre, and train tracks.
the approval also permits ambulance and food catering services on the site, as well as facilities for manufacturing, warehouses, food packaging, medical appliances, research and development, and stormwater management. it prohibits child care centres.

rock developments east windsor inc., proposes to develop the land for commercial purposes, with more than 24,000 square metres of ground floor area over multiple commercial pads.
the first phase of the project consists of a 15,071-square-metre, single-storey building with a gas bar and 967 parking spaces, the report said. phase 2 includes a separate one-storey building that covers 9,537 square metres and 418 more parking spaces.
a stormwater facility will be built at the north end of the land, the report said.
“it’s great to see the area being developed,” said ward 10 coun. jim morrison, who chairs the development committee.
“there’s been a lot of guesses about what is going in there, and you can see the infrastructure that we (the city) are going to do — we’re doing a pretty significant development out this way.”
the city’s proposed 2025 capital budget includes nearly $20 million for road and stormwater infrastructure in the area, which is referred to as the forest glade north secondary plan and is generally bound by jefferson boulevard to the west, tecumseh road east to the south, lauzon parkway to the east, and the via rail corridor to the north.
a budget document says improvements include extending catherine street west and south from walmart to tecumseh road east; extending roseville gardens drive from tecumseh road east north to catherine street; and constructing a regional stormwater management facility to service the area.

dilkens said other development is expected to happen in the area, including multi-residential developments that will depend on the new stormwater facility.
“the prospect of what’s happening there is really, really positive on a number of fronts and will certainly increase the property tax base in the city of windsor quite handsomely,” the mayor said.
